The Academic Council of NULES appealed to the president of Ukraine to prevent the illegal transfer of the Velykosnitynske educational and experimental farm to the State property fund (DOCUMENT)

Dear Volodymyr Oleksandrovych,

In the context of the armed aggression of the russian federation, you personally do a lot for the defense, security and protection of our state, the interests of professors and scientists of Ukraine.

The National University of Life and Environmental Sciences of Ukraine supports you, the Armed Forces of Ukraine, in every possible way ensuring the strengthening of defense and food security of our country.

At the same time, by the order of the Cabinet of Ministers of Ukraine "Some issues of state property management" dated October 14, 2022, contrary to the decree of the president of Ukraine "On the regulations on the national institution (institution) of Ukraine" No. 451/95 dated June 16, 1995, article 80 of the law of Ukraine "On education", Article 70 of the law of Ukraine "On higher education", a separate division of the NULES of Ukraine "Velykosnitynske educational and experimental farm named after O. V. Muzychenko" is removed from the management of the Ministry of education and science of Ukraine and transferred to the State property fund of Ukraine without the consent of the University with subsequent privatization.

Unfortunately, this decision of the government destroys the integral property complex, destroys the educational and research farm as a base for practical training of applicants for higher education in many specialties, a component of its research and innovation infrastructure.

In the actual absence of support from the state budget for the activities of the educational and research farm, significant opportunities to receive benefits as agricultural producers, during the year provided training practices, obtaining skills and practical work skills for more than 2.7 thousand students. Modern agricultural technologies are being developed in the fields of this farm. 

We strongly disagree with the biased assessment of the unprofitability of the educational and experimental farm. We also inform you that the land of the educational and experimental farm is registered by land certificates for the NULES of Ukraine.

Along the way, we inform you that all universities of the agricultural direction and life sciences in the USA, Europe, Asia have in their structure educational and research farms, the land of which is used as a research base, and together with production units-as a base for practical training of students and lifelong learning. The high assessment of the University's activity as an integral property complex is confirmed by its inclusion in the ranking of the best universities in the world (QS World University Rankings 2023), in which only 11 universities of Ukraine are represented (NULES world position: 1201-1400, regional position among the countries of Eastern Europe and Central Asia: 183).

There is no doubt that the new regulatory act adopted by the government caused a negative reaction from the research and teaching staff, students, farm workers, graduates and partners of the University.

The Academic Council of NULES of Ukraine asks you to instruct the Cabinet of Ministers of Ukraine to withdraw a separate division of the National University of Life and Environmental Sciences of Ukraine "Velykosnitynske educational and experimental farm named after  O. V. Muzychenko " from the above-mentioned order.
