NUBiP of Ukraine in the international arena: participation in the V High-Level Dialogue in Strasbourg

Serhiy ZAMIDRA, senior lecturer of the department of public administration, innovation management and consulting at the Education and Research Institute of continuing education of NUBiP of Ukraine, took part in the V High-Level Dialogue «Good democratic governance in Ukraine: achievements, challenges and the way forward in the post-war period», which was held in April 2026 in Strasbourg. The University's representation on such a platform emphasizes the active role of NUBiP of Ukraine in shaping modern state and regional policies, in particular in the field of local self-government and rural development.

The participants discussed the challenges of post-war reconstruction, further implementation of the decentralization reform, support for rural communities and strengthening their institutional capacity. The discussions focused on improving the electoral system at the local level, improving the quality of representation in local self-government bodies, as well as strengthening the role of associations of local self-government bodies as important partners of the state in the development and implementation of policies.

The participation of the representative of NUBiP of Ukraine in the high-level dialogue contributes to strengthening the University's expert contribution to the discussion of rural community development, digitalization of governance and post-war reconstruction of the country. It also opens up additional opportunities for expanding international cooperation, implementing joint educational and scientific projects aimed at strengthening local self-government and supporting communities.

The event was held on the sidelines of the 50th anniversary session of the Congress of local and regional authorities of the Council of Europe with the participation of representatives of the Ukrainian parliament, government, relevant institutions and international expert structures. For NUBiP of Ukraine, this was another step in strengthening its role as a scientific and educational center that trains specialists and forms expertise for public administration and development of territorial communities.
